It is human like speech, sort of like Neo Speech.  These guys sell
binary synth modules for Windows and Linux for around $29 per voice.
Callie and David are 16 bit voices sampled at 22,050 and they sound
great!.  I think Espeak is still faster but The Cepstral voices would be
good for public presentations, demonstrations, DAISY book creation, etc.
