That's only part of the command. You need to follow the directions in
the Installation HOWTO more carefully:

In fact, the HOWTO even provides an example of the correct command using
Apollo as the example synthesizer. Quoting from the HOWTO:

"So, for example, to start a text-based installation with an
   Apollo on the second serial port, you would type:
     * text speakup_synth=apollo speakup_ser=1

end quotation.
