I'm not exactly sure what you are asking regarding linking an IRC portal with a
chat client, but let me take a shot at it. There is nothing special that needs
to be done to setup an IRC portal to work with a chat client. The choice of the
client is up to the user. As far as linking to an IRC portal via a web page,
one can use a URL similar to:
irc://irc.freenode.net
and when the user clicks the link, his/her client will open automatically and
connect directly to the IRC server. This works in most browsers, with the
possible exception of lynx (cat), and where it doesn't work in the browser, the
user can just run the client manually and connect to the specified server.
