What I think your asking is how to download the file onto a floppy in
windows, and move it into place on your gnu/linux box. If that's what
you're asking, then here goes.

1. Download the file to the floppy with ie, or whatever else you use
in windows.

2. Mount the floppy on your gnu/linux box with something like:

mount /mnt/floppy

3. Move the file from the floppy to your /etc directory:

mv /mnt/floppy/vsftpd.conf /etc/

4. Unmount the floppy with something like:

umount /mnt/floppy

5. Restart your ftp server.
