unable to configure Speakup during Kernel config

If you had errors like configure.in not being found, then that
suggests to me that you don't have a complete kernel source tree. I'd
recommend grabbing 2.4.26 from kernel.org, and using that. This way,
you'll know that you have a full vanilla source tree to play with.
