Hi, Shaun.
I do not know about Debian, but in most copies of gnome-speech they come
with the test-speech utility. It is an esentual tool for testing.
I can think of two possible problems here. One gnome-speech is not properly
installed, or two whoever packaged the gnome-speech drivers for Debian did
not include test-speech. If they did not include this esentual utility I
would contact the package maintainer and have him/her fix the problem.
