Being new to Linux, your best bet is to stick wtih what came with the
distribution you are using.  This makes it much easier to consult the
documentation that comes stock with Redhat to figure out issues like the
ones you initially addressed.  Check out the Redhat documents online or
the ones included on the CD and you will discover information on
configuring the stock FTP server.

After all that, I am not a Redhat user so am not able to answer the
question you posted directly.
