As to your question about disabling Speakup on a specific console:

You can. I don't know if it can be done automagically (i.e. no Speakup on tty6, always, no exceptions), but you can switch to a console and press ... Ah crap, I always forget that buton, but I think it's printscreen, it's the left-most button on the group of three directly to the right of the function keys. That toggles Speakup on and off, all functions. However, I don't think that it restores numpad functionality in any case.
