I've just uploaded version 1.00 to CPAN, see:

Its section on PARAMETERS says:

  Most speakup parameters are 0 to 10, default 5.
  The important silent parameter is a bitmap,
  but its bits are not well documented;
  it is known that 7 means silent and 4 restores speech.
  The synth parameter is a string,
  which must exist as a subdirectory of the speakup parameter directory.

which is about all I know on the subject :-(
But I would like to know more, so that Speech::Speakup
can complain helpfully if a parameter is out of range.

When the calling interface is stable, I'll probably add
call-compatible translations into Python3 and maybe Lua...
