I'm using squeeze here, so hope that you still have the speakup-tools
package available to you in the debian repos. Assuming you do, setup
speakup parameters like you want, do a
speakupconf save
as root, and then run
speakupconf load
in your boot scripts to load your settings. Whatever is in rc.local
runs at the end of the boot process, so you'll want to do speakupconf
load somewhere else that runs earlier. I unfortunately can't suggest
an appropriate script to put it in. You might want to consider
creating a boot script of your own that runs once the sound system is
ready to go, and that invokes speakupconf load.
I'm not able to answer your other questions, so hope someone else will
be able to do so.
