Accessible tv tuners from the cli?

Netflix has a lot of issues. Most of the graphics don't even show with
jaws (before you could click on titles, everything was nice), now you
just see WiPlayer. NVDA doesn't even read that much. Hulu is nice, but
the account creation is weird. I had to have sighted help.
