You're probably looking at apt-cacher or apt-cacher-ng

A google of caching debian install packages will net you something.

The other filthy dirty way to do this is to set up rsync machine to put 
contents of /var/cache/archive onto other boxes however apt-cacher-ng is 
nicer.
