speakup settings

Greg,

Thanks, I had not thought about that. However,  while it silences
speakup throughout the boot process, it leaves it in a normal fully
functional state when the booting is completed, and that's not what I
wanted to achieve. I may just have to enter the desired "you turned me
off" sequence when logging into each console.
