No. If ubuntu has speakup packages, along with espeakup, the
speakup/espeak connector, you should be able to build your kernel
using a combination of speakup and espeakup to get software speech
output via your sound hardware at the text console. If ubuntu still doesn't provide
speakup/espeakup, and if you're already comfortable with building
kernel modules, and compiling software, you can still use speakup in
the text console, with software speech, to build your kernel. If
neither of those is an option, then you can still use orca reading the
text terminal window to you, in order to build a kernel, but I haven't
done much with orca in text terminal windows, so I don't know how well
that would work.

Someone else will have to answer the netbook part of your question. As
for what to read, you'll definitely want to read the kernel building
howto, if you haven't done so already. Reading ubuntu documentation
specific to building kernels, (if such documentation exists), wouldn't
hurt either. Hth.
