dectalk express default pitches and volumes

I have just pushed some updates to speakup which make it possible to
have different default pitch and volume levels in the dectalk express
driver based on which voice is selected.  The default settings I have
used in the driver are the factory defaults for each voice.

The driver version number is 2.18.  If you are running from git, please
pull and test this driver.  The thing that is different is that when you
change the voice, the vol and pitch sys files will have values that are
reset to the factory defaults for the new voice.  This needs to be done
so that when you switch voices the speakup settings are synched with the
dectalk express settings.
