Would the keyboard still not interupt speakup though, even if it doesn't
echo the key?

It's still available.  I experimented with it just now, and it seems to
decrease Speakup's responsiveness.
Assuming that one is comfortable typing without keyboard echo, another
option is to  disable it:
echo 0 > /sys/module/speakup/parameters/key_echo
