speakup on arm

Speakup is included on the Icon and Braille Plus, both devices which use
arm. So I would say yes it can be done.

I'm not sure about Arm, but I have gotten speakup working with espeak 
on a Sun UltraSparc machine, and someone else on this list had it 
working on an Alpha several years ago.
