speakup 3.1.2 is out

We are happy to announce the latest stable version of Speakup: 3.1.2.
You can download it from here:
ftp://linux-speakup.org/pub/speakup/speakup-3.1.2.tar.bz2

Most of the visible changes are in the user's guide.  See sections 5,
10, 14, and 16.

Also, note that the talkwith script no longer tries to load user settings
after switching synthesizers.  You need to call speakupconf manually,
in order to do that.
