turning off key echoe in speakup

Attempted to send this yesterday but did not see it on the list.

I am trying to turn off key echoe in speakup.  I found a file in 
/sys/modules/speakup/parameters which contained a 1.  I used nano to 
change this to 0 and key echoe stopped but it returned after rebooting.

Is there a way to disable key echoe?  Using debian lenny and hardware 
speech.
