I think you meant /sys/accessibility/speakup.

Udev does not create this directory.  If it is missing, it means that
either speakup isn't running or you are running an old version of
speakup.

You can download the latest stable version of speakup from the web site,
or you can follow the instructions there to use git to retrieve it if
you want something more current.
