That was true in pre-git versions of speakup, but not anymore.

Yeah, there was a point during git history where softsynth could cause
some kernel panics. However, according to the git changelog, those
problems have been fixed in the latest versions of speakup.

You can still do it that way, (I do), but you have to build your own
kernel, and patch it with speakup of course.

Until you upgrade to the latest speakup from git, which is supposed to
fix all these problems, I'd recommend that you modprobe speakup_soft
with start=0, and then echo soft to synth_name, and then start
espeakup/speechd-up/whatever your interface to speakup's softsynth
driver is.
