eSpeak can be compiled and run on FreeDOS.  Dietmar Segbert has done
this and put a makefile in the eSpeak Source download from:
 http://espeak.sourceforge.net/ 

At least it can make a WAV file of speech.  I don't know how you would
play it.

It can also make phoneme (pho) data for mbrola voices, if they can run
on DOS.
