ubuntu kickstart file requirements question

ubuntu may be ignoring a ks.cfg file when it boots.  I had the ks.cfg on a 
dos formatted floppy in a: or fd0 and it was in the / subdirectory.  Is 
there any problem with what ubuntu was offered such that it should ignore 
the ks.cfg file and fail to install?
