According to Jude DaShiell:
# If I find a torrent file on line which is not a podcast itself, can I use
# podracer to download that torrent by adding that torrent to my torrents
# directory?

It wasn't designed for this, but it should work. It will basically
download your torrent in the background until $seedtime has elapsed.
The file or directory should be saved underneath the torrent directory.
The actually behaviour, however, is very much undefined and requires
testing to see if it will actually work as I describe.

You are probably better off using a true BitTorrent client, since that's
what Podracer is doing with the torrent directory.

If you are wanting to download a torrent the same way a podcast torrent
is downloaded, this is impossible, unless there is an RSS feed that
links to the torrent. The only time the torrent directory is used is at
the end when seeding already downloaded torrents.

HTH,
Lorenzo
