howto specify a path - the right way

Hi

After attempting to install java-access-bridge, it has brought to my
mind a question, I've not asked, until now.

Should the path string be ammended or should additional paths be
exported within the /etc/profile or a ~/.bash_profile?

e.g. 
PATH="/usr/local/bin:/usr/bin:/bin:/usr/bin/X11:/usr/games:/usr/java/j2sdk1.4.2_11/bin"

or

export PATH=/usr/java/j2sdk1.4.2_11/bin:$PATH

Are there different approaches used for the global system wide varibles
to that used for individual users?
