switched off Dectalk Express keeping kernel from booting

There should be a timeout for testing each port speakup checks when
looking for the DECTalk synth.  If it is not working when it might
hang the system.  You should check dev_probe() or synth_probe() in the
DECTalk driver to see what's up.  I don't have a DECTalk to test with
so I can't help much.
