script to load software speech automatically

Hi all.
I know there are a good number of laptop users here, so I thought that
maybe someone already has a script like the one I'm looking for.
I'm looking for a script that I can run at startup, to see if
/proc/speakup/synth_name is set to none. If it is, then I'd like for
it to automatically load up speech-dispatcher, and speechd-up, and get
software speech going. If on the other hand, the script detects that
/proc/speakup/synth_name is set to say bns, it would just exit.
If someone already has something like this, could you please share?
