Well, they work in Linux, just not with Speakup.  Speakup comes up before 
the standard serial driver gets loaded, and basically implements its own 
serial driver which probes the normal IRQ/IO addresses for built-in serial 
cards looking for a synthesizer.  You're right in that the PCI cards never 
seem to come up on "normal" IRQ/address combinations.  Still, they can be 
used for other serial devices, like Braille displays and UPS monitoring.
