The Speakup User's Guide, official release

Vast majority does not equal all.  It has nothing to do with whether the
information is valuable or not, it is.  But it's still a configuration
and installation issue.  Unless somebody takes pains to configure the
distribution, Speakup compiled as modules will not speak on it's own. 
If Speakup comes up talking because someone has configured the system so
that happens, the user gets a pleasant surprise.  But it's not the
default behavior when Speakup has been compiled as modules.

As I point out in my Preface, this is a user's guide, not an
installation and configuration guide.

I was not aware that there is a separate license for documentation. 
I'll have to check this out.
