Speakup documentation

Look at this howto that someone wrote.  I found it pretty useful.

It explains a bit about the parameters of speakup.  Covering some topics of
installation and how to run with software speech.  What do you mean by cursoring
on laptops?  Once you set your speakup setings, they're set no matter what user
you are.
