dectalk has exceeded license quota

Don't know if this has anything to do with it but today I've been trying 
to get gnopernicus up and running. Apparently it's using the dectalk 
software I 
have on my system because I do notice quite a few instances of 
dectalk-synthes when I run ps. at any rate, I just tried to run 'say" and 
got:
dectalk has exceeded license quota

and say exited.  Has this happened to anybody? What does it mean?
