Anything similar to this CD that talks for blind users?

This is an ad for a current product from E-bay.  I wonder if anything 
similar to this might be currently available to someone like me new to 
linux who'd like to set  it up even though I have only a Dubltalk external 
box and atypical windows PC cable of running windows 98se.

If such a product for blind PC users exists please advise where I can 
purchase such a CD, as I have only dial-up access and obviously can't 
easily download it.

If such a disk does not exist it would be a real winner for folks like me 
wanting to start using linux.

    Do I have to install this OS over my Windows XP install?

    No you don't. You have three options:
      * Do not install any software to the hard drive. You can run the OS

      * Reformat the hard drive and install Runlevel Linux onto it as the
        only OS.
      * Install a dual boot system where Runlevel Linux or another OS like
        Windows XP can be run at startup.
