cvs works again with 2.4.28 and above

Hi Folks, I kinda said it all in the subject line.  I have tried it on
2.4.30 and I believe Gene has built it on 2.4.28 so I think it's
okay.  Please give it a try and let us know if there are problems.

These fixes are in the speakup-2.0.0 release which Gene announced
earlier as well.
