Hi there. You never download Speakup separately from any distribution, since Speakup is a set of patches that you apply to the kernel sourcecode and then compile it. Its just a question of 
whether or not the distribution you are using already supports Speakup. Redhat no longer officially supports RH9, so if you want more up to date stuff you're better off using the 
Speakup-modified Fedora which I believe you can grab from the Speakup ftp site (ftp://linux-speakup.org). You can use software speech with Speakup, however some distribution has to be 
installed first. You also need to configure things a bit before software speech is working.
