testing proxy functionality

Hi all. Does anyone know if the use of variables such as HTTP_PROXY in 
lynx-2.8.5DEV are indeed broken? Bc I'm testing it here, and so far I 
haven't gotten it to work. Has anyone gotten this to work, and if so 
how? Thanks!
