bind directive not implemented?

Hi all. I am trying to figure out how Irc networks such as Dalnet manage
to configure their named's so that the servers users are placed on are
completely randomized. In checking through the Bind documentation, I
found a way to do it using the rrset-order directive within
options...But that way doesn't seem to be supported. Does anyone know
how this would be possible using something like Bind8? The reason I ask
is because I've been talking to the Shellworld admin about this, and he
sent me the zonefile I was refering to...But nothing looked out of the
ordinary, and the relevant part of named.conf that I also got didn't
seem to have any statement that would allow for any A record let's say
out of a list. Does anyone know if/what the other way would be to
implement the random return of say, A records? Thanks!
