help compiling speechd-up

I have installed flite and speech-dispatcher successfully, and
the recommended tests were passed okay.

I have run into a configuration problem with speechd-up and
cannot figure it out. The configure program is unable to locate
things related to "libspeechd" and thus the compile fails with
the same error.

And yet, the missing pieces are actually present here:

/usr/local/src/speech-dispatcher-0.3/src/c/api

Has anyone else run into this while installing speechd-up, or
have any suggestions?
