apache question

Hi all.

I've a cgi here that needs the user to authenticate before it gets
run. I've authentication working via .htaccess, but my problem is that
apparently .htaccess files have no effect in /var/www/cgi-bin (the
user isn't asked to authenticate), and my cgi won't execute from
/var/www/htdocs, where the user does get to authenticate. Is there a
way around this? I hope the way I phrased the problem makes sense. Any
help would be appreciated. Thanks.
