Debian apt_preferences Question

Does anyone here use /etc/apt/preferences?

If I take example text from 'man apt_preferences" apt refuses to run complaining there's "no header" in /etc/apt/preferences.

Grrr.

A proper example would be much appreciated, if anyone has one.
