that's because,
the speakup keymap is hard coded into the kernel.
you should have skipped that step altogether.
it's been nearly 2 years since I installed slackware but afaik the
installer ain't changed that  much.
apart from locating a speakup keymap some place if there's one to be
found, and loading it with loadkeys, you're up shit street. for now
anyway.
