cvs speakup and curser tracking

tracking off feature that can be used with problem programs, for
example, alsa mixer, then let Kirk know your preferences.
well, honestly, I don't know why it was ditched in the first place.
I'm assuming however, kirk had his reasons. however, having said that,
I'd prefer to have an off for cursor tracking.
