can speakup talk german with apolo?

To use any of the alternate roms of the Apolo you must first have
loaded the language set for that language into gnu/Linux.  Otherwise
You get English with different interesting results.  So you need to
have German loaded in Linux before those ROMs become useful.  Speakup
currently will still speak its messages such as "left edge" in
English though.

I would be willing to help someone internationalize speakup's messages
if someone wanted to work on it.
