Getting Speakup to work with Decktalk.

use dectlk.  decext is for things like the portable dectalk (a very old
dectalk) and maybe even the original dtc01, which was the original dectalk
from digital.  The internal isn't supported by speakup, but it is known as
the dectalk pc or pc2.  It is however, and (I think) supported by emacspeak.
