throttling apache

Hello
I have apache 1.3 and debian 3.0, and want to do throttling, I have a
1.54/256 kbps adsl connection and only want to permit 10K of my 25.6K to be
used by people using apache, I have the throttling module loaded in my
apache configuration file (httpd.conf), how do I go about utilizing this,
now that it is loaded? I want to do this across the whole apache, for all
the files under my web tree.
