problem with apt4rpm

Hi.  I thought somebody on this list might be able to tell me how to get 
around a problem that I'm having with apt4rpm.  When I do a apt-get 
update, I get the following:

[root at rmnet root]# apt-get update

E: Method /usr/lib/apt/methods/ftp did not start correctly

[root at rmnet root]# exit
