I have discovered that when I send a message without replying as this
one is, I get correct reporting from those who are having problems.
When I set to vietnamese, I went to start a message and was told that it
was going to be vietnamese so my screen reader is reading the list
correctly but it could just as easily not have been doing so.  So, it
seems that it has something to do with replying.  Now, I do know that
there is a checkbox for setting the reply format but we are told about
this checkbox that if checked, it will send in the senders format rather
than that which you have selected for sending messages but the choices
here are plain text and html so I am still at a loss.
