Problems with AltGr on international keyboard layouts

In console mode, yes. In X the garbage usually is various non-printable
characters. This is all described in the bug report,

Yes. Unfortunately, a lot of users prefer having NumLock on, and really
don't have a choice with keymaps.

I believe there are some suggestions in the bug report mentioned above.
