setting rate with doubletalk lt

Hi Jim,
These problems are quite reproduceable. I'm going to try with a cean
kernel tree and speakup-0.10a, just to make sure that they return. I don't
expect things to matically get better though. I've tried speakup-0.10a
with kernel 2.4.0, as well as a cvs version:
Speakup v-0.10 [ Sun Jan 14 19:54:04 CST 2001 ]
The rom version of the doubletalk LT., as reported by dmesg, is 5.30.
