How to keep modem permissions from changing?

Hey y'all;

OK, this is really annoying and some stuff.
I want my modem permissions to be read/write for owner and group
(group is dialout), but they keep changing to read/write for owner and
read-only for group! I keep changing them, but they keep changing
back! (ARRRRRGH)
