patch for kernel 2.2.15

I've noticed messages about problems with the speakup patch for kernel
2.2.15. The problem in console.c was really minor, and I've fixed and made
the .c file available. I've also created a patch for speakup and kernel
2.2.15 which has the latest newdrv drivers, and the working console.c
file. Both downloadable at:
http://www.csce.uark.edu/~cnestru/speakup.html
